My argument here is simple, and will follow 2 courses:

1) Terrorism did not originate on 9/11 and neither did the impetus to fight it. Reagan, for example, was very clear and emphatic about fighting terrorism, and even supposedly used the phrase "war on terrorism" [1]

As Chomsky wrote:
"The war against terrorism has been described in high places as a struggle against a plague, a cancer which is spread by barbarians, by "depraved opponents of civilization itself." That's a feeling that I share. The words I'm quoting, however, happen to be from 20 years ago. Those are...that's President Reagan and his Secretary of State. The Reagan administration came into office 20 years ago declaring that the war against international terrorism would be the core of our foreign policy...."[2]

Clearly if the war on terrorism was going on during Reagan's presidency it did not originate in 2001.

2) The terrorist attacks of 9/11 may have been an impetus for Bush to declare a "War on Terror". However, he said in his speech on October the 7th, 2001:

"More than two weeks ago, I gave Taliban leaders a series of clear and specific demands: Close terrorist training camps; hand over leaders of the al Qaeda network; and return all foreign nationals, including American citizens, unjustly detained in your country. None of these demands were met. And now the Taliban will pay a price. By destroying camps and disrupting communications, we will make it more difficult for the terror network to train new recruits and coordinate their evil plans."[3]

This clearly implies that the "War on Terror" was not begun on September the 11th, but rather several weeks later, after Bush's demands were ignored and he supposedly had no choice but to go to war.
