Converting Repeating Decimals to Fractions using Algebraic Method is Invalid

I am taking the Con on this and I assert that Pro has the BoP. Seeing as how the following method is a fairly well known and well accepted method for converting repeating decimals to fractions, Con feels Pro has the BoP to show it is an invalid method.
