Because of the or in the definition, only one of these criteria must be met in order for you to be sane.

Let me define the term "sound judgement" for the purposes of this round.
Sound: competent, sensible, or valid [1]
Judgement: the opinion formed [2]
Putting these two definitions together, we get "an opinion that has been formed that is competent, sensible, or valid".
As I said in my opening round, because of the use of the word 'or', I can use 'competent', 'sensible', or 'valid' when I am making my argument. I wll choose to use the word 'valid', which means "logical" [3].

My opponent can be feeling as though he is insane because he may have some of the effects that are usually intertwined with insanity. Because he is able to recognize and see these effects, he is using logic and some deductive reasoning to conclude that he is insane.
However, because he is able to make an opinion for himself that was made logically (or, validly), he has sound judgement and, in term, sanity.

I was never given a debate structure, so I would attempt to make a rebuttal, but I have nothing that is logical or related to rebut against.

Reasons for voting decision: Pro's spelling and grammar were especially poor. He unnecessarily capitalized all words in each sentence, thus showing poor punctuation. In Rounds 3 and 4, he made some illegible and incoherent statements such as "0987654321qwertyuiopkjhgf", and made many spelling errors. "Governet", "theeen", "weeel", and "couldfg" were particularly painful to read. Pro spammed the third round with random letters and numbers. Pro also made absolutely no legitimate arguments, frequently making the bare assertion that the government had planted "bees" in his mind. Con refuted Pro's assertion that he was insane by showing he was actually thinking, and, thus, sane. Pro asserts "I NEVER ONCE SAID ANYTHING ABOUT ME THINKING I AM INSANE", contrary to the resolution where he is the affirmative. Pro dropped all Con's arguments and incoherently spammed gibberish through the debate. Arguments and S&G go to Con, but sources are tied as Con used the only sources.
