Resolution: People living in anarchy will at some point create some sort of government if their land is not occupied and people are not wiped out.
Anarchy: Land with no government.
BoP is shared.

p1: When two people get into fight, someone will shot another one. p2: Someone who loves killed person will revenge him, in the name of justice. p3: p2 repeats, but now with sides turned. p4: In this cycle, someone will kill people who love person he killed as well, because they are probably going to kill them otherwise. p5: Number of people in this madness will increase overtime. p6: Since there will be several cases of this kind, people who are not in groups will feel unprotected and join some groups. p7: Groups will become more organized with time. p8: Eventually, groups will make agreement about not fighting each other - law. And groups will become like police and judges. p9: Groups would have scarcity of resources, because they were at war. p10: They would steal from people who are not in groups. c(p1-p10): There would be large group enforcing laws and stealing part of other people's resources - government.
