IT"S POSSIBLE THAT,
1)Violence is morally good.
2)Anger provokes pain.
3)A good temperate man avoids delights and good temperate stands against pain.
4)According to Seneca anger can be used for good actions.
5)Virtues need no vice.
6)Therefore anger can be used positively if it is monitored.
Emotions are all those feelings that so change men as to affect their judgments, and that are also attended by pain or pleasure. Anger is a desire accompanied by pain, for a conspicuous revenge for a conspicuous slight at the hands of men who have no call to slight oneself or one"s friends. Both Seneca and Aristotle state that anger does provoke an outcome from an individual. Aristotle believes it is violence or a good tempered man. Seneca states that anger either provokes bravery or cowardly actions from an individual. Both believe the need of anger is necessary.

For example in Aristole reading he says that the basis of out anger is for the simple fact that man always aim for something .He also goes on to tell us the 3 main components of anger to

Let me help the PRO side a little along..

I totally agree!
In a war it is morally good for a soldier to kill the enemy.
A soldier who has had his best friends killed in battle is morally right to take revenge on the POWs
A strong soldier will endure interrogation, even if they get rough with him, without complaining or breaking
Interrogation requires some degree of anger (hate) and IS a good thing
Just because soldiers subject their male prisoner to humiliations of a sexual nature, does not make them sadist or gay or means that they enjoy doing it.

YES, strong rules and regulations are needed, or else the violence could degenerate to a level, not worthy of the army
