Do you think social programs are effective in US?

Yes they can be effective in some ways.
1. Some people are cut off so they can not go out and talk with people like others
2. You can bond over the internet and social networks because you can learn about people and see if you meet in real life.

If you really look at it from a stand point of if a person see's you right from the beginning they might not be able to like you because of your personality instead of your looks because if you meet and the first thing that person see's is you and doesn't notice your personality and how you act they can possibly only focus on how you look instead of the more important stuff.
Now I am not saying that it is bad to meet someone first in real life but I am saying that having someone know how you act before they see how you look than it is possible that they will mainly focus on that.

Point A:
Love has blossomed from meeting online, people have fell in love because of them meeting online so if you really think about it people have had amazing lives because of what the social network can do.

Point B:
Social network can help friends and possibly best friends who have already met before seeing each other online make their relationship grow when they are not able to see one another in real life. Let's say one of them had to go on a vacation so they can not talk, they have Skype text messaging face time etc it allows them to talk to one another while one of them is away.

I have two best friends, I am currently not able to talk with them in person very much, so we use social media and calling and texting to talk to each other since we are not able to see one another in person.

I personally think that because it helps you talk when people are far away from each other or one person is just away for a little while that social media can help in that part. Especially Skype and Facetime it makes it to where you can see the other person's face even though you are not really right in front of them.

Social media also gives you the opportunity to do business, another example of not being around a person, you can chat on Facebook and talk to each other on what you would like to do with business. Instagram Facebook Tumblr etc aren't just for socializing but also for many other things. Like learning, online learning can help because you can get more personal school help. Since some kids teens and young adults need more personal help because they are different from others.
Everyone will be different from other people and they should embrace that, because online school can get them one on one help on what they don't understand it can help for them embrace that they are different, because they are not being forced to learn in a specific way.
The internet can do bad things to people but it can also do good things to people. Just think of the opportunities. People from all over the world could be talking to each other and becoming good friends, they could share knowledge and help other people if needed. The possibilities are endless we just have to figure out how to optimize those opportunities.
