It should not be manufactured because plastic water bottles pollute the earth

I would argue that bottled water should be manufactured, doing so allows for the easy transportation and consumption of water. Such access to water helps prevent dehydration and heat stroke for those working or playing outside.

Further the water bottling industry creates thousands of jobs and allows other businesses to better function allowing further employment and economic growth.

The concern about the environment could be addressed many ways, by bottling the water in glass or metal which is easier to recycle, or by increasing efforts to recycle plastic bottles. Simply discontinuing bottled water because some people font recycle is like cutting off your hand because you don't like the nail polish.

People can buy reusable water bottles that can get small.

While you are correct that people can buy water bottles, though I don't know what you mean by get small, you must realize that reusable water bottles are an entirely different product than already filled water bottles. A reusable water bottle market is by its very nature a much smaller one, people are not throwing them away meaning less of them are necessary meaning there would theoretically be less jobs and monetary exchange if changed over to an only refillable water bottle society.

Another issue comes with refilling the water bottles. When it comes to working out doors or far away from a place to refill water, large tanks of water need to be driven or carried out for those people to fill their water bottles. This is inefficient and creates a bottleneck of work flow on many outdoor job sites.

While some pollution may be bad it is not as bad as going without bottled water. There are many other areas of our society that create far more pollution than water bottles. The cattle and chicken industries, clothing industries, farming industries, oil and gas industries, and many others far out weigh the water bottles that people throw away. By ignoring those parts of our society and focusing on this less impact form of pollution you are actually harming the environment rather than helping it.
