Burnley's record this year has been below subpar. It is 4-10-14. They have not won a cup in a long time and they will likely be relegated for the next few years, and years after that. This cycle will only be broken if they are bought by a new company, who is rich, they will be able to get world-class players. Also, if they start to develop their own players, the old-fashioned way.
It's not all about their record, as it has shown with Manchester United, when they lost their first few games, they came back. Burnley will come back in time, after they have gone through the relegation stage and all that.
I agree with you, but for now they are not a good team. If we revisit this debate after a few years, I might be wrong. But, even now they do not have any potential in their players and their player development staff is not doing well.
