I think education builds character,if you are well educated then you'll be well mannered.

Being "well mannered" is not something that is generally gained through the educative system as it is often built up or brought down by personal experiences and not academic education. Education is a system that was made in order to assist people to know how to do something like how to build a house or how to program a computer, education does not however focus as much on teaching how to be well mannered, polite and kind. Being well mannered is generally gained through your experiences with the community and those who are closest to you, if a family member neglects you you may grow to be resentful and have trouble trusting people if however you are nurtured by your friends and family you are more likely to have a positive outlook on life and be more "well mannered". This is how someone's manner can be built up or brought down.
