Now, some will say that billies are always gonna billy, and neither billying nor bullying can be stopped. Sayings have spread like "let a billy billy" and "billies gonna bill".

Examples include the Three Billygoats Gruff.

And just like the bridge in that story, this debate is about to get wrecked by a troll.

Significant Harms

Bullies and billies alike are wreaking havoc on minorities like fat people, redheaded people, and that temperamental skinny kid who talks to himself and can't play dodgeball worth a damn.

That said, bullies are very elusive, and rarely get caught. When they do, it's typically the victim who gets the punishment for retaliation. Just call it teacher logic, I guess. This is living proof that our current enforcement system is not working.

Because our current system is not working, bullying victims are feeling trapped in a world of hopelessness and are becoming...

you guessed it...

...terrorists.

With this increase in domestic terrorism, the very security of our nation is at stake.

Inherency

People think bullying is funny. This is seen frequently in the media with poor unfortunate characters on TV like Scrappy Doo, Newman, and Snips and Snails from My Little Pony.

That inherent barrier being recognized, what we need is a plan to show people that there is nothing funny about bullying.

That brings me to-

Plan

Funding will come from the White Kids Without iPads Administration.

1. Place a 5% bully tax on douchebag families that are capable of raising bullies.

2. Use the money to implement close-quarter surveillance system in and around all schools, to be monitored during all school hours.

3. Pass title 15 that all acts of bullying, verbal and physical, will be punishable by death.

All affirmative arguments shall serve to clarify legislative and executive intent.

Solvency

If bullying is punishable by death and this law is strictly enforced, then people will either stop bullying or die. Either way, all bullies will be stopped.

Bullying victims will therefore not feel so attacked,

...and therefore no become terrorists.

Our national security will once again be at its peak.

Conclusion

Bullying can be stopped by implementing a tax on douchebags and strictly enforcing it through tight surveillance.

So yes. With rules that are strict enough, bullying can be stopped.

In a violent, 1984 kind of way.
