I agree. cell phones should indeed be given to children when they are 11 years old. In fact, I believe that they should be given to the children when they have the cognitive ability to ask for one and the technical ability to use one. Communication, under appropriate guidance, can enhance a lot of capabilities of children e.g. communication skill, interpersonal skill, problem solving skill etc.
