Pro Position: Child suicide bombers can only be defined as immoral.

Reason:

Children ability to distinguish truth is limited due to lack of
life experience
Education
Moral authority figures

Definition:

Moral authority figure: One who discloses the truth to allow the other to assess the situation and choose a path.

There is no justification for these actions; there is only explanation about why they can go away with this. There is not any moral relativism argument to justify this action. Even in the Quran said that is not correct to commit suicide or kill another brother. Those "people" just using Religion as an instrument, ignorance and innocent as way to brain wash the kids. Some people could explain this as smart strategy but I would said is only coward strategy they just taking an easy way to show "Power", they don"t have the capabilities to build an intelligent way to prove a point or win a war.
The war always brings casualties; the problem is if you fight for the right cause in the right way. That"s true but what is the point to use your own children. The fact that any religion is again suicide or kill your own people let this way of fight, with any moral relativism argument. Probably is not right or wrong cause to justified a war, but there is a thing that make us different from the animals and told us that if what we do or the we are using is right or wrong, we called this conscience, and internal guilty that guide our action and make us different, make us HUMANS.

I believe you are arguing the same side I am... so I shall defend the topic by being 'devils advocate'

Lets discuss how morality is relative. How are you to judge a culture without fully understanding the culture. The only way you can full understand a culture is if you live inside the culture to establish it as a 'norm.' Who are you to judge others if you are not a moral authority?
