I shall be arguing for no.

The sole base on which Panem rests is that of justice and fear. This place could not exist without the creation of the Hunger Games. It keeps the districts in line and therefor protects them from being casualites of an uprising that could very well fail and most likely would if fought against the Capital.

Note: Yes we have both read the full series and viewed all the movies this is a debate in which Katniss Everdeen or the Uprising shall be brought in to.

Panem could and would be successful of not more successful without the Hunger Games.

Panem ran solely on fear. When Katniss and Peeta proved that they could stand up to the fear (When they threatened to eat the berries and cause there to be no winner the capital gave in and allowed them both to win.) others stood up to their fear of the capital and the capital fell.

What I'm saying is they didn't need the fear to create a civilization. Without the Hunger Games the uprising may have never happened.

So the only thing that can sustain 'justice' and 'fear' is an annual death game involving less than a tenth of a percent of a country's population? Seems legit.
