I affirm the resolution Resolved: Developing countries should prioritize environmental protection over resource extraction when the two are in conflict.

I offer the following definitions to clarify the round:

Environmental protection refers to any activity to maintain or restore the quality of environmental media.

Developing country is a term generally used to describe a nation with a low level of material well-being.

Resource Extraction is the removal of natural materials or properties for use.

V: Utilitarianism

The value is utilitarianism. Utilitarianism is defined by Oxford Dictionaries as the doctrine that actions are right if they are useful or for the benefit of a majority. When we look at environmental protection, we see that the people"s well-being is secured, and so the action of protecting the environment benefits society, or the majority. Utilitarianism should be the preferred value this round. First, it is trying to give benefits for society, which link very well into developing countries, as they are striving to become developed, or improve. With utilitarianism as the preferred value, developing countries, a majority, gets the benefits for society through environmental protection.

VC: Public Health

Public health is the science of caring for the people of a community by giving them basic health care and health information, improving living conditions, etc. By protecting the environment, we are able to protect the world around us. This world is what we depend on to survive, and if we protect the world, we can protect the people. Hence, public health links into utilitarianism because public health keeps people healthy, which benefits society, the majority. Public health is of utmost importance because people and the environment are interdependent. When we prioritize environmental protection, we promote public health, which means that the well-being of society is secured, upholding utilitarianism.

C1: Environmental protection benefits public health

Environmental protection has a positive impact on public health. There are statistics showing how a program, Clear Skies, which is being implemented, will benefit the health of society. The program and statistics were gathered by the EPA, the Environmental Protection Agency.

Clear Skies would protect public health and the environment by improving air quality, decreasing exposure to fine particles and ozone, and reducing deposition of chemicals.
In 2010, early reductions in fine particle and ozone levels under Clear Skies would result in 7,800 fewer premature deaths and $55 billion in annual health and visibility benefits nationwide each year.

C2: Resource extraction hurts public health.

A: Resource Extraction hurts the environment, compromising public health

Developing countries are most recognized for their fossil fuel extraction, and Robin M. Henig explains in one of his books that this extraction pollutes the air, which is harms public health.
Not only do these developing countries have horrible air quality, but this dangerous air quality is so horrific, that it resulted in a catastrophe- the London fog epidemic.

Henig is explaining the air pollution epidemic in London in the 1950s, and experts concluded that the cause of this air pollution was from the smog and air pollution that occurred because of industry from resource extraction.

Therefore, by prioritizing resource extraction, we can see that public health is compromised, and so it should not be prioritized.

B: There are many mistreatments that go on when prioritizing resource extraction. This can lead to the dehumanization of people that live in the society of these developing countries. One such example are the diamonds procured through conflict and bloodshed, dubbed blood diamonds.

Greg Campbell writes that the conditions that these workers were in were slave-like, and underfed men were mining all day, sunrise to sunset. They barely got anything to eat and were paid 50 cents per day.
The blood diamonds of Africa exploit the workers that are doing the job. They are underfed, underpaid, and have incredibly bad working conditions. This is the mentality and environment that people get when resource extraction is prioritized. The life of the workers is compared to slavery, which details the horridness displayed by resource extraction. Not only public health, but basic rights and the well-being of humans are compromised in resource extraction, and so utilitarianism is not achieved.
