Lower funded schools do not necessarily mean test scores will be low.

Pro

But the level of resources is much more limited. Also it doesn't mean that all these kids are failing it just means they are getting lower scores than better funded schools. If we should compare the averages of low funded school and high funded schools and you will see a noticeable difference between them.

I think there is just a higher probability as they can afford more resources.
