I think war should be the last resort because war gives nothing but takes a lot from the countries undergoing wars. Technically speaking nowadays war is not played with blood but with nuclear weapons which now every country posses, almost every country now has an access to nuclear weapons. Not only this there are lot of casulties ,damage to cultural heritage and important resources .
After effects of war also can't be ignored. Both the sides equally pays the cost to the international commitees, because nowadays every country has to give justification for their deeds, if they are unable even if they won the war had to forfeiture many things(treaties, import export, business,position and respect in UN).
So why we not go for other options solving the issues by talks or by finding any possible agreement(which could solve disputes)or resolving the issues by making diplomatic policies.This will help to maintain peace and healthy relation among the countries.Apart from this it will also increase support and promote trade between them.
Their are also a way to seek help from international authorities if both the countries are not able to build up any framework.
"War sheds blood and policies maintain peace".
So go with non-violence till you can.
