No, a strong commitment to technological progress does not cause society to neglect other values. In the subject of the environment, while one could argue that with technology, comes environmental issues, it is not entirely because of neglect. There is no way to progress, explore, or even populate the world without having some small impact on the environment. And as far as education, it has an entirely reverse affect. If anything, it glorifies it.

Summary:
Education is always right up there on the frontier of technology. So in no way does it neglect education. You'd have almost no chance of finding a technolgically advanced job without a college degree or some sort of training.
