Salutations. My name is Aeran and my (nonexistent) partner and I strongly negate the resolution...
Resolved: In the United States, students should be guaranteed two years of free tuition to a community or technical college.
Before I begin my arguments, I would like to settle some issues.
1) Round One consists of the settlement of rules.
2) Round Two consists of framework, definitions, and other mechanical content.
3) Round Three consists of true debate, with cases.
4) Round Four consists of cross-firing, which, if one is not familiar with the term, the asking of questions.
5) Round Five consists of refutations and conclusions (NO NEW ARGUMENTS MAY BE MADE).
5) Please use accurate grammar and spelling (if possible) and avoid vague vocabulary. Additionally, swearing and/or informal, violent language is not allowed in this debate. This also applies for judging comments...please treat the other debaters with respect.
6) Evidence is not required to be cut (links are acceptable); however, each argument must at least have ONE evidence or else it will be automatically dropped.
7) No evidence debates are allowed (it is a waste of time and effort).
8) Please avoid forfeiting.

Before I present my arguments, I would like to provide a proper framework for today's debate:

Part One. We shall be using the following standard: Net benefits, including educational values, and quality of life, as well as economic benefits.

Part Two. Please keep the following observations in mind: a) 'School years' refers to two United States school years, and not two calendar years. b) The resolution does not specifically refer to Obama's proposal, so other evidence shall be accepted.

Part Three. Definitions are as follows:
student- one who participates at school (notice how the definition does not exclude people of different ages)
guaranteed- a formal assurance or promise
