In this modern day world Internet Service Providers are "bullying" their customers and showing them how much power they really have. Most customers only have one or two options for their ISP so they are stuck.

ISPs will offer "up to" a certain speed with the exception that the speed they are paying for it not guaranteed.

For example this allows your ISP to lower your connection speed while watching Netflix or other streaming services because of the bandwidth used. The ISP does not need to tell you about this nor do anything to stop it.

Users should have the right to get the internet speeds that they pay for. It's time for the customers to stand up to the "bully". We deserve what we pay for.

DISCLAIMER: I AM PLAYING DEVIL'S ADVOCATE. I WOULD ALSO LIKE FASTER, MORE RELIABLE INTERNET, BUT WANTED TO TRY A DEBATE.

The only two ways that ISPs would stop throttling their services are 1) it was financially beneficial for them to increase speed, or 2) they were forced by legislation with suitable fines for non-compliance that it was financially beneficial for them to do so. In other words, they have to stand to make more money (or at least lose less money) for providing more service.

Forcing ISPs to provide faster speeds through legislation is a severe jab to free market. It is essentially forcing them to lower the price of their product, something that would be decried as socialistic or possibly communistic were it applied to any other good or service. Companies have the right to provide any safe, legal good or service for any price, internet is no exception. They are providing you with exactly what they are advertising and what you are paying for: internet, with speeds up to xx Mbps.

In addition, forcing ISPs to raise speeds would also make it substantially more difficult for any new ISP companies to get a market share; they would need even more capital to even hope to compete with the service offered by more substantial ISPs. Throttling their speeds actually entices new competition by lowering the bar for market entry. In any free market environment, competition is what keeps companies innovative and willing to provide more for less.
