I will wait for Pro to post his argument first. I am trying to get someone to argue seriously that "illiteracy" is good and "literacy" is bad and countries should implement policies against literacy.

Okay this is going to be difficult but i believe this can be argued. Looking forward to the challenge. Here goes!

Yes countries should implement policies against literacy. In todays world not only is it possible to communicate with a global audience with only your voice, it is beneficial. Text based communication transmits much less information than a human voice and face. Emotion, timing, emphasis and other subtle details such as irony are easily lost by using text. The nuances that are biologically ingrained in the psyche of humanity are being swept aside for convenience, much to the detriment of society. By promoting illiteracy a government is promoting face-to-face communication, something that is becoming exceedingly rare with the advent of social networking. With technology such as Video chat, text based communication is no longer necessary and actually quite obsolete.

Oral communication is still important and isn't going anywhere. But in order to keep records we must have literacy. There is also creativity in the ways that people type about things in the style of font, in the use of exclamation points, that would be lost if we only used oral communication.

Technology and knowledge would be lost forever whenever people got bored with it and stopped talking about it. Civilization would eventually collapse.

Literacy encourages dissenting opinions, we must suppress this menace for the security of the state

Difficult resolution. Not due to the subject of literacy, but due to pro having to prove two separate resolutions about it within the character limit.

If you wish to debate this again when I have a break from school, I'd be interested in giving this a shot (just too busy right now).

It doesn't actually have to be your opinion, you're welcome to play devil's advocate.

But it has to take the subject seriously.

I'd be interested in accepting this debate.... But not in the context of seriousness. :(
