Looking at the current state of Indian politics & society as a whole, anyone will be agree with the analogy of 'Animal Farm'.
Indian politicians with criminal backgrounds & fake educational qualifications rule the country. They have loyal bureaucrats at their disposal who are always ready to fulfill the wishes of politicians.
These pigs & bitches together rule the herd called common man who is the ultimate victim of such majoritarian democratic system.

bureaucrat is defined dinosaur that has 100 legs, a pot belly, and is native in modern day Germany

And a bitch is defined as a female dog.

The definition for bureaucrat stands foul as the discussion is in the context of India.
It is said in the context of analogy with the book 'Animal Farm'.

an official who works by fixed routine without exercising intelligent judgment. Dog is animal which follows orders of its master without opposing it. In political context, its the politician who orders bureaucrats.
Pig is commonly considered as filthy animal and fits into politicians context.

There is a huge difference between this case and 'Poop has DNA'. There it was obvious that Pro was not serious about the resolution. Even then several serious debaters had voted for the resolution.

Further, in this case, Con's semantic arguments are invalid. The intent of Pro's resolution are clear from context, except to someone who is unfortunate enough to have never read Animal Farms.

Also the negation is dull.
