Cyberbullying is a first world problem. When there is a bully at your school you are forced to see him everyday, but with an online person you can block them, ignore them, or turn off the computer. If your getting harassed by a friend online are they a true friend? Social media offers ways to prevent cyberbullying.

Cyber bullying is entirely different from the bully in a school. Cyber bullying is between people who may not know each other nor are they likely to meet in the real world. Cyber bullying may occur between people who know each other as well on occasions. Sure, we can block one person. Does that solve the problem?

No, it does not.

Someone can simply create another account to bully and harass.Clicking the block button does not stop any cyber bullying of any significance when someone can create another account.

OP is also assuming that cyberbullying only happens in social media. There has been instances that children with hacking skills hack their targets account and post lewd things or other instances where the bully posts gossip/pictures of their target on the internet. Sure you can turn off the computer all you want but the humiliation and affects are still prevalent and thus un preventable. Theses bullies are anonymous, which makes the situation even harder to prevent.
