Odd Even plan is the best solution to control pollution. It should be implemented properly and apply to all people. Odd-even scheme had been a success because of people's determination to follow the formula. Cooperation of all the agencies including Delhi traffic police, transport department and civil defence volunteers had also been a major factor in its success. Major impact of this rule to reduce traffic congestion.

It is true that the Odd-Even scheme is definitely a solution to the excessive pollution in Delhi. But calling it the "best solution" is a mere exaggeration.

According to an article from Wikipedia, the most common cause for air pollution in Delhi is industries. The residual pollutants released from factories in and around the Delhi sub-urban regions cause more harm than vehicular particulates. However, elaborating this topic would mean deviating from the topic of discussion, hence I would restrict myself from doing so.

The Odd-Even scheme also had few limitations. It was said 'only vehicles with their number plates ending in an even number would run on particular days, and that with odd numbers on particular days'. People were advised to use public transport like public buses and the Delhi Metro. But ironically, the public buses are the most that cause pollution due to untimely check. And even this scheme failed to suppress pollution, as it targeted only vehicular pollution.

Hence, though it is a measure for controlling pollution, it is definitely not the "best measure" of doing that.

There has been a huge rise in the vehicular population, in spite of the metro train, aggravating traffic congestion and increasing air and noise pollution. The number of vehicles plying on the roads of Delhi is more than that of the three metropolitan cities of Mumbai, Kolkata and Chennai taken together. Therefore to control air Pollution in Delhi Odd Even rule should be implemented properly.
There has also been an ever-increasing number of diesel vehicles plying on the roads, which are largely responsible for the air pollution. There has been no proper technology or methods to treat solid, liquid, waste water, industrial and hospital wastes in the city.
There has been too much dependence on fossil fuels like coal-fired power plants, improper use of energy in buildings and the excessive use of biomass for cooking and heating, etc
According to the report, the main contributors for PM 10 and PM 2.5 during winter are trucks, construction and two-wheelers.
