Con

Students need to stay hydrated both for their health and their effective studying. Eating something bothers students around them due to its smell and, more importantly, eating is not absolutely necessary to concentrate on studying, while dehydration can sometimes cause a crucial situation.
Having a snack or a light meal BEFORE class is also important for students to get to manage time.

It will most likely stop you from learning as it will distract you. Plus if someone next to you is loudly munching on crisps it would be very annoying and distracting.

This sounds like a religious / political thing, a jew or muslim or vegan seeing someone eat food that they don't agree with can bother them.
Why is it so bad to let everyone do as they please and leave everyone the hell alone?

At my school we can eat whenever we want, and I even eat lemons yet no one minds.
