LPG is a highly explosive gas, so to store it in a possibly structurally unsound cavern under the drinking water source of thousands of people is downright stupid. Also, if the storage dangers aren't enough think of the transportation issues! To get to Seneca Lake, the gas would have to travel by train over an 80 year old trestle that goes directly over Watkins Glen state park. If an accident/derailment were to occur, the fireball/toxic gas from the train cars would be funneled through the glen, killing everyone there and in the village beyond. One slip on the rails could and almost certainly would cost thousands of lives.
