Is the military a good thing or a bad thing?

My opponent seems to be under the impression that the military is EITHER a good OR a bad thing. He/she has made no arguments supporting this claim, however, and is mistaken to believe so.

Argument

The military is BOTH a good thing AND a bad thing. It's good because it allows its members to travel the world for free, and bad because it often puts its members in situations where they have a high probability of being murdered.

Reasons for voting decision: BoP is shared. Pro's BoP is filled if he proves Military is good. Con wins if it is not. Pro doesn't make any arguments. He just asks a question when BoP is shared. Con makes an argument that military is bad and good. Therefore, arguments to Con by default because Pro failed to make any.

Reasons for voting decision: The question itself is ambiguous and leads to no normative position. In Round 1 Pro neither defines either what position (s)he is taking, nor lists any arguments, but merely repeats the question. Con thus interprets the statement to be a positive statement presented noting that the military is either a good thing or a bad thing in the form of a question Con proceeds to provide 1 argument why the military is good (taxpayer funded world travel) and one why it is bad (possibility of being murdered while on said taxpayer funded world travel). Con has clearly shown that the military can both good and bad by focusing on the effects of those in the military, unlike Pro who provided no evidence in defense of any interpretation of the debate topic.
