Imagine if you will, a scenario in which a splinter group causes acts of terror in an isolated part of a country or the world. The proper response would be to dispatch armed forces to bring the assailants to order. However, if the assailants are numbering in the tens of thousands, an army would be needed for this, making it an act of war.
