Acutally yes the school owns the locker but the property inside belongs to the student. So yes they can open the locker but it would be wrong for them to touch anything inside because the school doesnt not own the students personal items.

Good point, however you have to consider the fact that the school ALLOWS you to use their lockers and it is their choice to ensure that you do not have anything illegal or dangerous, and aside from that, what is the problem with locker checks? The only reason to be concerned about a locker check is if you have something you don't want them to see.
