Con

Bar-stool chairs let you see more of the room. They also make you sit up straight because there are no backs. And in low chairs you are so low to the floor that it makes you seem small.

Pro

It is actually better to have smaller chairs rather than big ones. You can use the room as much as possible. Using low chairs saves more space. Some people want to be comfortable and a large space to move freely. We also need to understand some people who will be using it. A person with disability would have a hard time to just sit on it because as what you said, its tall.
