First round is acceptance only, BOP is on me, and no new arguments in the final round.

Marijuana is terrible for your mental health. Marijuana may even be worse than cigarettes. At least cigarettes don't peel points off of your IQ. A recent Northwestern University study found that marijuana users have abnormal brain structure and poor memory and that chronic marijuana abuse may lead to brain changes resembling schizophrenia. The study also reported that the younger the person starts using marijuana, the worse the effects become. In its own report arguing against marijuana legalization, the American Medical Association said: "Heavy cannabis use in adolescence causes persistent impairments in neurocognitive performance and IQ, and use is associated with increased rates of anxiety, mood and psychotic thought disorders." It's not healthy.

Alright, we both forfeited a round, but Con broke one of the rules so she lost the conduct point.

C1-Costs
The War on Drugs has cost American taxpayers billions of dollars, money which could be better spent on infastrucutre, debt repayment, etc. (1)

C2-Right to Liberty
In the Declaration of Independence it states that one unalienable right is the right to liberty. That means people should be free to pursue their own choices without restriction from any government or other person. For this reason, people should be allowed to smoke marijuana without fear of being punished. Realistically, many things many people do every day, such as eat fast food, are not good whatsoever, yet they have the right to do so.

C3-Unviolent Crime
Arresting someone for marijuana is using the law, which is meant to protect people from others, to arrest someone from making a choice which does not directly harm anyone else.

R1-Health
The health argument is irrelevent. Something cannot be illegal, simply because it is unhealthy. It doesn't harm anyone else, and people have the right to do what they want as long as they are not harming others. In fact, it is not even conclusive it is bad. Some studies have found marijuana does not effect teh brain. (2)

Could you provide definitions and perhaps stipulations to your policy? Is it for medical and emergency purposes or just leisure? How do you define legality?
