(Note; my use of 'most' is only to prevent my opponent suggesting that some governments of very primitive states have no need to fear the internet as it is not present in their nation.)

Definitions.

1) Fear - A feeling of agitation caused by the presence of a potential danger.

2) Governments - The system by which a nation, state, or community is governed.

3) Should - are correct.

Rules

1) Round one is acceptance only.
2) No new arguments in round four.
