If a person doesn't want to give a marriage certificate for a gay couple, the person should be free to do so. If a person doesn't want to plan a wedding for a gay couple, the person should be free to do so.

Discrimination:

The unjust or prejudicial treatment of different categories of people or things, especially on the grounds of race, age, or sex.

Denying a group of people services because of their sexuality is no different than discriminating on the basis of race or sex and is unconstitutional.

Especially in one's capacity as a government official who's duties involve issuing marriage certificates, denying a governmental service or benefit based on one's sexuality becomes government sanctioned discrimination. If you're unable to do so because of your religion then you shouldn't accept a job you cannot perform. We can't have a functioning government if public employees can simply chose not to do their jobs based solely on the sincerity of their beliefs.

Lastly the government can't endorse any particular religion. Someone who issues marriage certificates is acting as an arm of the government and in their duties cannot endorse a religion or it is effectively the government endorsing a religion. The individual is free to believe whatever they want privately but can't promote their religion when doing their job, (or in this case by choosing NOT to do their job).

The government issues marriage certificates. If you work for the government you can't use your position to discriminate. And nor should you since we don't live in a Christian theocracy.

As far as I know in America, churches are free to discriminate as they please because they enjoy special religious protections. However businesses and government don't have the same protections because they serve the public.

The debate is about religious beliefs vs. discrimination against gay people, trying not to side with either side.

Some religions condemn gay marriage, primarily Christianity. The church therefore, can certainly avoid giving a marriage certificate, but what about people who are part of a religion, but also part of the government, torn between religious beliefs and laws...
