While fine arts programs do exist in today"s American high schools, there is a notable lack of support going into these programs. Students may be required to take some fine arts credits, but the arts are still not covered as sufficiently as they ought to be. Therefore, we affirm the following resolution:

United States high schools should mandate students to pass at least three years of fine arts classes to graduate from high school.

To clarify some terms in and to support our resolution, we offer Observation I"Definitions:

"a republic in the N Western Hemisphere comprising 48 conterminous states, the District of Columbia, and Alaska in North America, and Hawaii in the N Pacific.
C.High School"Merriam-Webster 2016
"a school especially in the United States usually including grades 9-12 or 10-12.
-For our definition of "high school," we are including public, private, and Paroquial (religious) schools.
D.Fine Arts"Merriam-Webster 2016
"a type of art (such as painting, sculpture, or music) that is done to create beautiful things.
-For our definition of "fine art," we are including visual art, (painting, drawing, photography, sculpting, ceramics, etc.) performance art, (theatre, dance, choral and instrumental music) and writing literature (poetry, fiction, creative nonfiction).

County. The state education funding formula doesn't guarantee an arts teacher for kindergarten through fifth grade, so
almost all of the county's elementary arts teachers are paid entirely out of local funds.
Although the state's Quality Basic Education act recommends that elementary students have some competency in fine
arts, the state doesn't fund it. Legislation has been introduced three times at the General Assembly to include an art and
music teacher in addition to a physical education teacher to elementary schools. Each time the proposal has died.

Although some state funding is provided for middle school programs, and high schools get chorus, band and art

oThis is an example of the type of variety students should be offered"and will be offered if our plan is implemented.

H.Plank I"Agency: United States high school administrators and the Department of Education.

I.Plank II"Mandates: High schools will be required to offer multiple fine arts programs to students. They must offer at least one class from each list for their students to take. Students will be required to pass three years of fine arts classes as part of their graduation requirements.

-Choral music (show choir, a capella groups, chamber choir)

-3-D art classes (sculpting, interior design, ceramics, woodworking)

J.Plank III"Funding: High schools that make the required curriculum changes will be compensated with government grants. These enable schools to purchase supplies and hire new teachers.

K.Plank IV: Addendum: This plan will be implemented with the knowledge that not all schools may have the resources in order for it to function. This is why the list of options was put together; schools may design their own curriculums while still meeting the standards presented to them.

CONTENTION II: When this plan is enacted, schools will better prepare students for the job market and prepared for college.

L.Evidence shows that students who study fine arts are better students, both academically and in terms of mental health.

I will argue the point against mandating 3 years of fine arts classes in order to pass high school.
While I think having fine arts classes in schools is a great opportunity for students to learn about the arts requiring it for graduation is a pointless endeavor. according to United states department of labor (http://www.bls.gov...) only 50,000 us Citizens had jobs involving Craft and Fine Artists the amounts to almost 0.02% of the US population. If the main purpose of High school is to prepare Teenagers for the work force the why would you bother stressing Fine arts if the amount for such a small amount of the work force. if students want to pursue a career in that direction give them the option to don't mandate it.
