Season 3 of 24 is the best of all the seasons because it has the most dramatic and emotional impact.

First, the terrorist threat of biological warfare is the most realistic of all the terror threats in the series. Unlike a bomb that "might go off" or watching CTU try to "prevent something from happening," Season 3 provides a very insightful look as to what would happen should a threat ever be carried out.

Season 3 accomplishes this with the episodes inside the hotel. We get to see the effect of the virus being released, and we get a very real taste of how horrible these things really are. We see people's initial reactions of denial and fear which eventually turn into panic and despair. Season 3 does the best job of portraying the true horror of what terrorism is. Other seasons of 24, while extremely entertaining, fail to show this side of the terrorism issue.

Furthermore, the emotional connection between Michelle and Tony plays out extraordinarily well in Season 3. We spend the season getting little glimpses into their relationship, and we see the fear in Tony eyes when he learns that Michelle has entered the hotel. Later we find out that Michelle is immune to the virus and she's going to be okay. It's this story that provides foundation for Tony to break CTU protocol to save Michelle after she's kidnapped. It's more believable that this man would betray his country to save his wife right after he almost lost her.

This is the same motive that Jack has for breaking protocol in Season 1, and although we know that Teri and Kim are his family, we never get a direct experience to draw from like we do with Michelle and Tony in Season 3.

I'll also say that Season 3 is the best because in this season we see the hypocrisy of the terrorist when Jack threatens to have Saunders daughter taken into the hotel if he doesn't talk. These terrorists have no problems killing massive amounts of people, but when it comes to people they love...then their cause isn't as important to them anymore.

I'm not arguing that the other seasons of 24 aren't awesome, because truthfully I love them all. However, it's Season 3 that creates the greatest emotional impact, tells the best stories, and gets the audience to make the strongest connection to the characters.

One of the problems that every season of this great show has is its tendency to delve into boring, melodramatic sub-plots that have nothing to do with terrorism. Season 3 is the biggest offender of this which is why it is not the show's best season.
Jack's partner Chase, who looks to be about 16 years old, is dating Jack's daughter Kim "woe is me" Baur. Then we have to suffer through the drama of Chase being forced to admit to Kim that he has a daughter from a previous relationship.
David Palmer and his brother Wayne, who has replaced Mike Novik as the President's Chief of Staff, practically turned this season of 24 into a season of Days of our Lives. Wayne is clearly not as charismatic or as likeable as Mike and the fact that he was supposed to be David Palmer's brother was a very lame attempt at adding dramatic effect.
After David starts the season by beginning to accept Wayne's encouragement to do wrong things for right reasons he changes his mind after some bleeding heart sentimentality from his new girlfriend Ann Packard. Isn't that precious?
David receives a phone call a little later on from an old supporter named Alan Miliken. Alan tells David about an affair between Wayne and his wife Julia Miliken and then attempts to blackmail David by threatening to use his powerful influence to bring David's Presidency down if he doesn't fire Wayne. David, refusing to be Miliken's puppet, calls his ex-wife Sherry on the logic that he is in a street fight and that no one can fight dirty like Sherry. Sherry agrees to help and goes to see a man named Kevin Kelly. Kelly tells her that he witnessed Alan Miliken hitting and killing his daughter while driving drunk years earlier but took blood money to keep quiet about it. Sherry makes a deal with Kelly to get his son a pardon out of prison for Kelly's testimony against Miliken. After stepping away to make a phone call to David she comes back and discovers that Miliken's people were on to Sherry's plan and made Kelly disappear. Sherry then calls Julia Miliken, tells her she knows that her and Wayne still want to be together, and then promises to make it happen if she lets her come over to search for evidence against Alan. Julia agrees and after Sherry ends up in a confrontation with Alan she verbally assaults him so harshly that Alan begins to have a heart attack. When Julia tries to give Alan his medication Sherry stops her and Alan dies. Sherry leaves the house with the prescription bottle which has her fingerprints on it. Later on she attempts to use it to blackmail David into remarrying her because she still loves him and wants to be part of his administration. David responds by sending Wayne and another man over to Sherry's house to get the prescription bottle back. Just as they get it and are about to leave Julia shows up and puts a gun on Sherry. She says that she wasn't able to cover up Alan's murder and blames Sherry for the fact that she will be going to prison for the rest of her life. Despites pleas from Wayne she kills Sherry and then herself. This may have impressed the writers of "Gossip Girl" but it made me want to puke.
