Should 3rd trimester abortions be funded in Obama's health plan?

I accept this debate. As per the question, this debate is policy, not fact. Also, the burden of proof is on my opponent for initiating the debate. As the rounds are first for acceptance, I shall await my opponent to make a case before outlining my own.

As my opponent has not posted an argument, I'll simply post a syllogism, instead of wasting time.

P1 - The killing of a conscious being is justified when it saves a self-conscious being.
P1a - A feotus is a conscious being.
P1b - A human adult (hereon defined as at or above the age of puberty) is a self-conscious being.
P2 - There are some cases where late term abortion saves the life of the mother, while no abortion would kill her (e.g. ectopic pregnancies)
C1 - Therefore, there are some cases where the termination of a late term pregnancy is justified, namely, when it is to save a person's life.
P3 - Obama's healthcare has an aim to help people stay alive and prevent deaths.
C2 - Therefore, Obama should fund some late term abortions.
