It is a depressed slum that has tens of thousands of abandoned buildings. http://www.huffingtonpost.com... http://usnews.nbcnews.com... The State of Michigan should revoke the charter and take over. It should shut down everything that isn't an essential service and declare all Detroit city laws null and void. What Detroit would get out of it is that the state would be required to at least double the number of police and pay the expenses. What the state would get it out of it is that it wouldn't be saddled with its largest city being a complete mess and not having to fight the city on any changes. This would last maybe 3 or so years when a new charter would be written. The city would NOT be allowed to reinstate laws by merely stating the old laws are reinstated. It would have to pass them one by one again.
