I belive that Nuclear Powers should be ALLOWED to threaten weaker countries, but I belive that they should not be allowed to carry out these threats. I am unsure of quite what your argument says, or what the question means, but I belive a threat is ok, but only for valid reasons and hopefully they will not act upon it.

First off, I completely agree with icanlick, these are some pretty dreadful opening statements. Putting that aside however, I side with ishaan.24 that nuclear weapons should not be used to threaten weaker countries or any country at all. For a lack of a better analogy, using an atomic bomb on a smaller country is like using cheat codes in a game, the game loses all purpose. There is nothing that the game (the smaller country) can do to challenge the player (the larger country).

But Pro, isn't a threat meaningless if there's no uncertainty behind it? If a threatened country were aware of the unlikelihood of the threat, wouldn't they just disregard it as empty?

This is the most stupid, poorly phrased opening statement I've ever seen.
