As my opponent has failed to include a definition of his proposition, I will define the terms accordingly.

Should - used in auxiliary function to express obligation, propriety, or expediency.

Thus far Con has failed to provide any reasoning as to why nuclear weapons should be allowed in the USA.
Nuclear weapons should NOT be allowed in the USA on the grounds that they are too dangerous to maintain and very expensive to develop (Nuclear weapons spending by the US in 2012 totalled $31 billion). Nuclear weapons today effectively serve as a 'scare tactic' rather than a serious logistical threat. In essence, nuclear weapons are unnecessary, as their devastating capabilities make them too dangerous to actually deploy.
