Should Russia enforce sanctions on Turkey for not ensuring the safety of the Russian ambassador?

With the recent assassination of a Russian ambassador in Turkey it is challenging who are the ones to blame for this (obviously is shooter) but how was an armed man able to get close to the ambassador with a gun and why wasn't he searched by security.
Clearly this is a big puzzle that has just started to be put together to discover what his intentions were and how this could have been stopped and most importantly to prevent this from happening again.

In my opinion more appropriate measures should have been taken to protect the ambassador considering how he is a major political figurehead to Russia who was killed by a lone gunman with the security acting once it was too late to save him.

I want to know if you believe the death of the Ambassador was at the fault of Turkey not taking an appropriate measure to protect him or should Turkey be found not responsible for this event but the shooter should be instead.

I will not post any argument this round. I don't believe Turkey is at fault and Erdogan definitely isn't.

He was a cop so he was allowed to have a gun in the building.
