Should bulling be held legally responsible ?

Should teens start getting fines if bullying someone else ?

Con

No, teens should not be held legally responsible for bullying another teen. For clarification on this subject, these are the definitions I am going to argue with.

[1] Legally: Recognized by law rather than by equity.
[1] Responsible: Answerable or accountable.
[1] Bully: A blustering, quarrelsome, overbearing person who habitually badgers and intimidates smaller or weaker people.
[1] Bullying: To intimidate; Badger.
[1] Fine: A sum of money imposed as a penalty for an offense or dereliction.

The Pro does not specify if this fine will be paid in any case of bullying at all or cases that lead to the victim being physically or psychologically harmed in some manner. As the Con it will be my job to either prove that bullies should not be fined, and if they already are, it is an ineffective system that is not decreasing the amount of bullying cases where it is happening.
