Because if there ever were a threat that is large enough, then civil liberties should have to be compromised or curtailed in order to lessen the chance of the national security being damaged.

While I understand that national security is important, we have to be mindful of the fact that the nations that have civil liberties have them for a reason, to protect free thought, and the expression of ideas. George Orwell's precautionary tales such as "1984" display the risks in limiting civil liberties. I would just like to say that too much power corrupts, civil liberties limit the government from being too powerful, and a government that is too powerful can become corrupt and authoritarian.
