i think bio fuel law should be enacted because the air is being poluted by gasoline and ethonal. I beleve honda is on the right track by making an electric hybrid that plugs into a wall.

Although prima face, the mandating bio fuels is appealing, even a win-win situation, because it has several unavoidable flaws, I am not supporting the potential law, though this does in no way mean that I do not wish for environmental health. I believe that such a law would have dire consequences, and should not even be considered for ratification. When my opponent refers to congress I will assume they are referring to the United States of America, as such is established, we shall refrain from debating outside of that context.
1) Currently the vast majority of cars run on the traditional fuels, e.g. gasoline and ethanol. It is not feasible to believe most americans would be able to change their cars to the more environmentally efficient models. Accepting and passing of the motion would place an unfair financial burden on the less economically advantaged class. For many of the poorer people in our country owning a car is tantamount. with the use of their cars denied to them, they would be forced by this law to buy a car they could not afford. It will in essence be a sub-prime mortgage bubble, except with with car leases.
2) Even if in 2011 we did mandate bio fuel for every car, because the cars are "plugged in" it would increase the energy consumption in the United States to a level where we have to comparably use enough electricity to replace the lost gasoline fuels. In America, we predominantly use coal, and oil to produce our electricity, so when we use more electricity as proposed by the bill we would actually not be decreasing the amount of pollution being emitted. In order to reduce these emission we would also by 2011 be forced to mandate that the majority of electricity producers not run on such fuels as coal, ethanol or oil. This is non-feasible for two reasons 1) the electrical companies would be forced to transfer the vast majority of their plants to eco-friendly plants in an inordinately small amount of time, this would cost them an exhaustive amount of money, and financially would not be possible. 2) Even assuming that they did somehow scrap up the money to build all the power plants, it would in essence leave the companies bankrupt and would drastically decrease their stock value. Further leading to a collapse of the economy on scale with the great depression. So in order to protect the economy and the livelihood of the average american you would obviously vote against the motion.

You pose a very good argument but, there are devices for a relatively cheap conversion to used vegetable oil and that would definitely be a great alternative. Resources that are cheap and available don't really exist so we could use plain water. Water is good for two reasons:(1)water can be broken down into hydrogen and oxygen. Both substances are flamable and able to burn like gasoline fumes.(2)Earth is 78.6 percent water and it will not run out any time soon. As for the Power plants that generate the electricity, they can use electro magnets which are fairly easy to use and charge up.

How about Congress un-passes the laws subsidizing oil companies and giving them liability protection? Then passes a law making it illegal to pollute your neighbor's air without his consent -- i.e. property rights. That would do more than what is being suggested, and is much more consistent with the laisezz-faire republicanism on which the country was founded.

Had to go with Con. His argument was much more well reasoned, even though he forfeited two rounds to his opponent's one.

Just a warning, uplade2, to argue that cars should use biofuel also requires biofuel to be a viable resource in the face of other green-friendly alternatives such as wind, solar, and nuclear energy. It's typically two separate arguments: "should we switch to alternative energy," and, "is bio-fuel an efficient alternative energy." Both must hold true for your argument to do the same (and there is a lot of skepticism on ethanol or other biofuels being "the solution" to our "energy crisis"), so it's much easier for you if you argue for either separately.

Lostdeathwing, your argument does not consider business incentive. If people had to have cars that run on biofuel by 2011, wouldn't car companies start producing a lot of cheap cars that run on biofuel? Wouldn't gas companies start selling ethanol? Wouldn't even more resources go into developing more efficient biofuels (e.g. cellulosic ethanol)? Conversely, if people do not buy them quick enough and there is market failure, there can be a shortage, but is this likely?

Cheers.
