Should people who are dating, take it seriously?

Meaning, commitment should be in mind at some point, whether it's with the one you're currently with, or with a different person.

I feel a person should NOT be able to date if they don't take it seriously, meaning they are committed to the person they are with and don't treat it like it's not that big of a deal.

I also feel if you date someone for a long period of time, you HAVE to make the decision. Will you eventually marry this person, or do you never plan on it?

The seriousness involved in dating is irrelevant to the action. To date someone is not to make a commitment, and does not indicates that there will be a commitment in the future. Your argument is based on the idea that everyone must commit or not date, and I argue that people can date for other reasons besides commitment, such as sexual partners. Also, everyone does not plan on marrying or being in a committed relationship, and in that instance they should be allowed to date because the action itself requires no form of seriousness.
