People should be allowed to go barefoot at any time they want. Including at movies, stores, in schools, at work, ect.

As a civillian, you can indeed go barefoot in public. However, your occupation may require footwear as part of a dress code. For example a soldier would require combat boots in the Army. May i ask which situation you are referring to?

Are you arguing that owners of private property like storeowners should not be allowed to require people in their stores to wear shoes?
