Yes because in today's society underage pregnancy has been considered 'normal' for some people. There is even a reality show about teenagers getting pregnant. It would be best to teach kids as young as 13 to be aware on what might happen if you have sex before marriage.

society don't considered 'normal for underage pregnancy, its a crime to have sex with underage under the law of most country. please explain ..

Depend on the concept of the Tv show you claim. tv show editor does not mean sex educator, their main objective is to get viewers, therefore whatever claim is invalid.

opposition fail to explain clearly what do pre marital sex mean in his define.
opposition may have a misconceptions of pre marital sex vs sex education, those are two difference issues .

well assuming they're the same as they were 11 years ago they're discussing it. Question is really who should they be discussing it with.

'discussed' is quite vague. It depends how it is discussed. Will it be encouraged or discouraged?
