What do we mean by "punishment"? Are we talking about punishments such as detention, or punishments such as physical abuse?

If we are talking about things like detention, then yes, these should be allowed. We should punish students that misbehave, we need to punish them in a way that will not hurt them, but tell them that what they did was bad. You get grounded/got grounded as a child, correct? When you got grounded, you felt bad, possibly missed out on being with friends, all because you did something that went against what your parents told you to. This is the same as getting in trouble in school, say a kid punches another kid, or steals from him etc.. They should be punished, not hit in any way, put maybe kept after class or given a lecture from the teacher so they understand that what they did was bad.

Hitting a child is not okay in any way shape or form. Hitting them can cause mental issues that can last their entire life. If you were hit by a parent when you were a kid, you would understand exactly what I am talking about.

This is why kids to today are on ridlin. Mood altering drugs when a good whipping would straighten them out.
