Schools should not be responsible for cyber bullying because there is no connection between the school as a whole, and the individual participating in the cyber bullying. I'd argue that the school should perhaps step in and reprimand any student participating in cyber bullying but it is not the school's fault that a student participates in cyber bullying, thus making the school not responsible for cyber bullying.

In addition, not everyone who participates in cyber bullying is necessarily connected to a school. For example, GWL_CPA cyber bullies people on DDO and he's a dog. Dogs don't go to school, so why would schools be responsible?
