As nice as that would be, it would be impractical to enforce.

Better to have a school serving unhealthy food than a closed school until it can serve healthy food.

Healthy food is more expensive and thus would force schools that can barely afford decent facilities to end up paying disproportionate amounts on the food of their school merely to abide by the regulations of such a system.

In conclusion, a policy that sets restrictions on cheap (hence unhealthy) food for schools must first have government subsidies for the school dinners which simply aren't in place.
