I don't think it should be allowed as they won't be fully through puberty, they are not at that stage yet as they aren't at mentally or phisicaly at that stage. also the mothers will be much to young.

For these reasons i belive it should stay at the same age of 16.

Let's say tha the 14 year old is only having sex with another person aged 14-15. This way, both are safely underage and no-one is being 'manipulated' in the legal sense of the word.

Now let's say they use a condom, don't do anything particularly inky, and even lube things up to ensure that no one is hurt too bad.

Please now, explain why this shouldn't be allowed.

It is lovely that you see it like that but thats not really true, i teach kids this age, they are not only not mentally prepared for this action. As many of them are not prepared to settle down with a family, they still have the world to explore, and if i am honest, they wouldn't even think a on a condom.
