Students should be able to use phones during class.

No I don't think so.

I'm making the assumption you mean that students should be allowed to be on their phone during a normal class session when the teacher is teaching and when phones haven't been specifically allowed.

A few reasons why students shouldn't be able to use their phone during class:

1) it disrupts those around you. Many people notice and find it annoying so they can't learn in an environment that should promote learning.

2) it's disrespectful to the teacher. Most likely if the teacher hasn't called you out they're probably just trying to spare you the embarrassment of being singled out. Some teachers will and some teachers will take your phone away.

3) it makes you disengaged with class material. You're in class to learn, not play on your phone. C'mon. Plus classes aren't usually longer than an hour and a half or so. I don't think matters are so pressing that they can't wait until the end of class. If they are, then it's obviously better to just leave the classroom and take the call.
